introduction
The Energy Smart Buildings Scheme, developed by the Energy Sustainability Unit (ESU) of the National University of Singapore (NUS) and the National Environment Agency (NEA), aims to promote the active management of energy use by according recognition to buildings that are ranked in the top band of the total building cohort using an energy efficiency benchmarking system. Presently, the Scheme is ready for office buildings. |

The energy bill is typically the building’s single largest operating expense and any energy-inefficient system would only increase the energy costs. In working towards attaining the Energy Smart Office Label, building owners and managements would save money by actively managing the energy efficiency performance of their buildings. |

Healthy Indoor Environment |
|
Building occupants are assured of a healthy and comfortable environment, as the performance in areas such as indoor air quality, illumination, thermal comfort and ventilation rates are measured to ensure that the relevant indoor environmental quality standards are met before the Energy Smart Office Label is awarded. |

A Comprehensive System |
a) |
The Scheme provides resources such as a national benchmarking system, an online assessment tool and technical guidance on various systems performance for building owners’ and managements’ easy adoption and use. |

Building owners and management of office buildings that are not ranked in the top band would also find the Scheme very useful. The Scheme offers performance indicators and energy efficiency targets as management tools for performance tracking and improvements. |

Physical Characteristics |
|
a) |
Primary space (Office) should occupy at least 50% of the Gross Floor Area (GFA). |

b) |
GFA using central air conditioning should be more than 1000 m2. |
|
|

|
Occupancy Characteristics |
|
a) |
Occupancy hours for primary space should be more than or equal to 50 hours/week. |
|
|
b) |
The building must have been occupied for at least 11 months out of a year. |
|
|
|
|
|
| |
|
Energy Source |
|
a) |
Electricity should be the main source of energy for the building. |
|
|
b) |
Electricity meters must cover a period of 365 ± 30 days. |

Must be within top 25 percentile. |

Systems Energy Consumption |
|
a) |
For the air-conditioning system, the plant room should consume less than 0.75 KW for every 1 RT of chilled water produced. |
|
|
b) |
For the lighting system, the average power consumed to illuminate 1 m2 of area should be less than 9 W. |
|
|
| |
|
c) |
For the mechanical ventilation system, the average power consumed to ventilate 1 m2 of area should be less than 3.2 W. |

|
Good Indoor Environment Quality |
|
a) |
The measured comfort levels on various parameters should be within the acceptable ranges as outlined in the Technical Guide, Table 4. |

|
b) |
The measured illumination levels for various interior occupied spaces should be at the recommended values. Please see the Technical Guide, Table 5 for the recommended values. |

|
c) |
The office space and the reception areas should have a measured outdoor air supply rate of 0.65 Litre/sec/m2 and 0.25
Litre/sec/m2 respectively. |
|
|
| |
|
d) |
The laboratory results of the Indoor Air Quality (IAQ) audit for the 8 parameters should be within the acceptable limits. Please see the Technical Guide, Table 7 for the values of the acceptable limits. |

|
e) |
The occupants survey results should indicate an acceptance rate of at least 80% by the occupants. |

Engage an accredited ESCO |
|
a) |
Building owners and management must engage an accredited ESCO to conduct the energy appraisal and indoor environment appraisal at the time of application. The full list of accredited ESCOs is available at: http://www.esu.com.sg/esco/index.html

b) |
The indicative costs for engaging an ESCO are given in the Table 8 of the Technical Guide. |

|
c) |
The Key Qualified Person of the ESCO shall prepare and ensure that all the works and documents are in order for the Energy Smart Office application. |
