Overview
Climate change or global warming is one of the major global environmental challenges of our time. There is general scientific agreement that greenhouse gas emissions from human activities have contributed to climate change effects such as rising global temperatures, rising sea levels and extreme weather.
Singapore’s commitment to climate change is consistent with our good record on environmental issues. Singapore has been a signatory to the UN Framework Convention on Climate Change (UNFCCC) since 1997 and acceded to the Kyoto Protocol (KP) of the UNFCCC on 12 Apr 2006. Singapore's National Climate Change Strategy (NCCS) represents Singapore's comprehensive and holistic response to climate change: National Climate Change Strategy
The Clean Development Mechanism or CDM of the KP allows greenhouse gas emission reductions from projects implemented in non-Annex I countries, such as Singapore, to be used to offset emissions of Annex I countries, such as Japan and the EU. According to the UNFCCC Secretariat, CDM can potentially achieve worldwide emission reductions of more than one billion tonnes by the end of 2012, thus showing that it is a useful tool for sustainable development.

CDM Documentation Grant
The Clean Development Mechanism Documentation Grant is a co-funding scheme administered by the National Environment Agency (NEA) to encourage companies to develop CDM projects in Singapore.

Update on Clean Development Mechanism Projects
At present, there are four local projects undergoing validation by Designated Operational Entities. They are projects implemented by M/s Bee Joo Industries, M/s Power Seraya Ltd, M/s Kim Hock Corporation and M/s IUT Global. Their CDM projects are respectively on waste heat recovery, switching from fuel oil to natural gas, biomass energy, and food waste biomethanisation. These four projects will reduce Singapore's annual CO2 emissions by about 533 kilotons per year.

Electricity Grid Emission Factors
Singapore’s electricity grid emission factors for the purposes of CDM projects to be implemented in Singapore, based on 2003-2005 data obtained from the power generators in Singapore, are as follows:
| a. |
Simple Operating Margin (OM) |
0.52307 kg CO2/kWh |
| b. |
Built Margin (BM) |
0.45273 kg CO2/kWh |
